Try typing
/localinfo -u in mIRC and then try to DCC send to someone.
If that does not work, then
click here for instructions on how to enable DCC with the XP firewall (or turn it off) - it's in pretty simple English, so shouldn't be too hard, and there are a number of screenshots too.
