If it is turned off or you have flood protection turned on then it shouldn't be of any concern. I don't know why people keep beating up the flood yarn - when if the feature is added there would be a flood protection added too, just as is for CTCP.
At the end of the day if you don't want to be flooded then don't use IRC because there is dozens of ways to flood people.
