I guess, most mIRC scripters know DCX and also many use it.
However, I would rather like to see major issues fixed and general stuff done than waiting longer because of some extension for dialogs.
Also, developing tools are not a part of the programmer's job here - usually the community creates such stuff, such as "Dialog Studio" which makes it pretty easy to create new dialogs and edit old ones.
