The server would not do any decompression, it would simply pass the compressed data further.
This isnt practicaly in UnrealIRCD since it has a SpamFilter which watches for some drone messages like the old webcam one and then acts. So in this case the server would have to decompress it
You're right, probably. However, I have a strong belief that any kind of filtering and censorship should occur on the client side and people should be able to switch it off or configure the way they like it.
