In very large channels, +b tends to max the ban limit and can't be the only thing used, so people use S*lists. These usually don't set a ban until someone who is on it joins the channel (and in this case, sees 5 lines of text).
As far as a topic being relevant, isn't that the choice of the ops? Is it a requirement that a channel topic has to be relevant?
