Fserv SERVERS may listen on port 59 but I dont think anyone can actually DCC on port 59. I agree with the other comments if you can dcc chat friends or dcc from other folks not running an fserve then it must be the fserve end.
Just had a thought isnt port 59 what mirc uses to listen for access into a fserv directory? Cant help too much further as I never used fserv its too inefficient.
