There is still around 1 billion IP4 addresses left I wouldn't worry too much about running out of them. If you want to hide your IP/Hostname at a cost/effort of 0% then you could use a network that offers such a feature built in to the IRCd. There's plenty of networks that offer it, even without having to issue a MODE command.
