I don't know of any/many IRC clients that have audio/video support. If you're referring to MSN Messenger/AIM/Yahoo, then that's different.
This has been discussed a bazillion times, use the Search feature before posting. The feature suggestions forum has numerous threads suggesting video and audio support. We can't tell you why it hasn't been implemented, nor can we tell you when or if it will be
