As the above says, there is no mIRC 6.13. If you have installed an mIRC 6.13 (and it's not just a typo) then that is a virus. See this thread

If it definitely is 6.13 you downloaded and installed, then it's a virus which must be cleaned immediately. See this post

There are known problems with SysReset and mIRC versions 6.12, and possibly 6.14 too. As far as I have seen the problem is that it causes DCC issues, but it could also be the cause of your problem too. Try uninstalling that script and seeing if that helps.
You may also want to make sure you have all the most current Windows updates
and clean out whatever folder you're saving the files to.
