I made one mIRC script using sockets to other users connect in my IP address. In dial-up connection, this script works perfectly and in my ADSL connection other users not able to connect in my IP. This is a mIRC Bug or a configuration problem in my ADSL? Thanks.

If your computer is accessing your DSL connection via Router/NAT, or if your DSL modem has a built-in firewall, you will have to "forward" or "open" the ports you wish to listen to.

Also, if you're using Windows XP, it too has a built-in firewall.

Software firewalls such as Zone Alarm and Norton Internet Security can cause this as well, so try disabling them.
