I hope that MIRC can have an OIDENTD so that when using a local IP without ZNC or something Ident is not ~

It already does. Options, Connect > Identd. You will have to open/forward a few ports if you're behind a router for this to work, though.
And oidentd is just one implementation of an identd, it's a specific application rather than the concept
