Before doing anything else, check your Ignore list and make sure you didn't manage to ignore *!*@* for queries. Then, try installing mIRC from here without any scripts and see if it works.

What network is this on? Some networks require you to be registered to send/receive private messages. Other networks have server side ignore that you might have enabled.

Googling "Exilet irc" pulls up this thread, so I'm guessing you either spelled it wrong or it's a private network, you'll have to provide a server or website. Also, just because you've used the server countless times does not mean they did not make policy/configuration changes, so that doesn't mean much.

its not the server. i tryed it on 3 diffrent servers. including irc.mibbit.com. Now i can send pms but i still dont recieve them.

Go to:
1) Options
2) Other
3) Lock
4) Look at the box that says 'disable'
5) in that box it has the option 'chat/query'... If that box is ticked, click on it once and when the tick is gone press 'ok'...

That is the only thing I can suggest, other than that I wouldn't know why it is not functioning properly
