Not client wise. Serverwise there is a spy module where one can spy on users.

...providing of course they havent taken it to DCC

This questions was already once asked here, but anyway, its possible and exists.
Its not soo easy spy someone else conversations...for spy you the intruder need send you some codes, and you need load these codes into your remotes. one of the solutions is not accep stranger files from stranger people, and another is open the remotes and check it out if was strange Scripts loaded into it =)!
