Is it just me, or did they dumb down windows xp and windows 2000?

For instance, where did winipcfg go? (and the non-ability to minimize the editbox window)

To me, everything seems to take a long time, and isn't easily done. Such as, uninstalling a program. I couldn't uninstall multiple programs from someone's machine because windows XP kept "looking for another installed copy" of it and then would simply stop functioning and sit there, not accessing the hard drive or anything.

*sigh*

The world is becoming like AOL. (several reboots to connect to the internet, when all you really need is to add 1 connection to your dial up networking.. put the number in, user/pass, and you're done.. I fail to see how configuring a program and rebooting several times is easier than taking literally 10 seconds to add a dial up networking connection..)
