You can connect to mIRC (although unidented), but you cannot ping an address or connect via FTP client to another address. Something withiin your set up is stopping the latter two things. This isn't a mIRC problem.
I asked about the router because in two of your posts you mention it. There is software that installs with a router and that software has a firewall or type of firewall. You might to look in that direction.
