You know, mircmaniac, you gave exactly the same advice as what you called "crappy." I gave him 2 choices ... ban ranges/idents/nicks or move to a better network. You told him to move to a better network. Please explain the difference.

Again, please explain the difference. Sure, IRCOps *should* help you, but they really don't have to. Few networks will help with channel takeovers, just as one example. They could if they wanted, but they don't. And, as he said, if you're on one that doesn't help, then you just go somewhere else. You also said the same thing about that. So, again... the difference is what?

Yes, I pointed out that hanging out in file sharing channels or networks specifically for file sharing will increase the likelihood of dealing with people like that. That is a true statement. Join many warez channels and suddenly you start getting flooded with spam msgs. Join most regular channels on most servers and you don't usually have an issue unless you annoy someone enough. It was offered as advice to go to a better network than one associated with emule.
