Check your XP firewall, i have heard of issues like this, especially after the SP2 upgrade.
Also try connecting to servers on standard ports 6666, 6667 and so on

Connection Refused usually means on of these things

You tried to connect to the wrong port.
You tried to connect to the wrong destination host address.
The server application isn't running on the destination host.
The server application isn't listening on the right port.

if neither of the above apply to you try opening mirc and typing this command in
/server Surrey.UK.EU.Undernet.Org 6667

if you still cant connect, i would need more Info
ie: is this a school or college network you are on?
have you tried completely shutting down any firewall you have running?
What version of mIRC are you running, and any other details you think might be relevant

You may wish to use the Search feature, there was at one point a spurt of posts with people saying that they were experiencing this error message. I don't know why it is only mIRC being affected. When using the search feature, expand to 'All Forums' and 'All Posts', most people were helped with their issue, their solutions might be yours too!

Have you tried closing all programs before opening mIRC? This includes the ones in the tray, often MSN Messenger, Antiviruses (temporarily), AIM etc.? Did you do anything at all before mIRC Stopped working? (e.g. download any programs, even if you didn't install them, windows updates, ISP changes etc.) Make sure you're using the latest version of mIRC, and also try connecting to several different networks.

I have had similar problems using MIRC recently after upgrading to SP2 and norton antivirus 2005.

Disabling Norton Antivirus solved the problem for me
and I got connected.
