By my reckoning it would be all to do with Khaled's desire to enforce his trademark. Then again it's not really any different to Opera web browser being able to change version reply to Internet Explorer or any of about 6 other browsers. It's a stupid idea to have these functions but in the case of IRC bots, as you highlighted, they are like that to circumvent detection as hostile by IRC security bots. One thing I have learnt as an oper though, there is more that one way to skin a cat. Every connection has a unique "signature" regardless of it's connection, ISP, version reply, etc. It's a matter of looking hard enough.
