And I know you use that so you can /enable mycode and /disable mycode. How do you make it so it STARTS disabled

on *:start: disable #mygroup

That's the same, only the prevuious command makes sure the group starts disabled whenever the program is restarted. Yours only does so the first time the script is installed. If you have it enabled when you quit mIRC, it will be enabled when you start it again too unless you use the on START event as provided.
