Forums Developers Bandwidth Throttling in mIRC/Windows XP?

Is there a way to throttle bandwidth in mIRC or Windows XP? I share internet with my roommate and we both have Windows XP. Everything works great but sometimes I peg out our connection and my roommate isn't too happy about that. Any suggestions will be greatly apperciated.
