is there a dll file that reads cpu usage as a percentage?
i know moo.dll returns it, but it also checks for cpu speed, and that pauses my computer for half a second or something.

is there some sort of dll file that reads it from windows? or perfmon perhaps?

You cannot retrieve the percentage, only calculate it. That's what windows does when it shows the percentage too. The percentage itself isn't stored.
