what exactly is globop (is that only a person that can send & read globops and locops) or is it some kind of ircop?

or +g only is like +w to read globop messages as +w reads wallops messages?

Usually its a type of msging service. similar to nickserv it has the ability to message everyone on the entire network. it is usually part of a services package. again as ive stated its been some time since ive played with ircop or ircd's and services, work just steps in the way of playtime LoL

Globop can also mean Global Chanop (chanop in every channel)

Different ranks of opers depends entirely on the IRCd. Like most things, it's not the same everywhere. Only way to find out for sure is to:

1. Ask an oper on your network. I am sure he'd be glad to assist.
2. Read the server's help files. Some IRCd's have HelpServ others just use an IRC command to find help files.

reading ircd software's manuals will help you.
most of them have descriptions and stuff.

From being an oper on some IRCD networks many times, a Globop is where an oper has the correct user modes to be able to use all all oper commands over the entire network, ie; perhaps setting a gline to someone on another server, where as a Locop gets the usermodes on 1 server only, normally allowing him to only use the oper commands to users connected to the same server.
