Umm well I also noticed something that may.... no i bet has been asked, since i'm new to this forum I wouldn't know so might as well not take my chances...
I was thinking that maybe a small editor in the mIRC cleint to add or delete File menus..... i can't remember the names for them but you know how on the top of the mIRC client has...

well those menus lol hehehe anyways .... well i know you can edit one of them (Commands), but i think it would be useful so an editor would give you the choice of adding more or take away a few that you don't use... this is similar to the editor in Microsoft Visual Basic.
