If the nicklist is longer than the channel's window size then there will be an extra, empty, spot for a nick at the bottom.
On channels where the nicklist is much shorter than the window size, its not a problem because there's no scrollbar for the nick list anyways.
It didn't exist in 6.03 and earlier versions, the scrollbar would scroll the nicklist to the bottom-most nick and stop.
