I feel rather stupid now... it ends up that because Norton Antivirus intercepts sockets created to destination ports 25 and 110 (by default, anyway, I disabled this feature to test), incorrect WinSock error values were returned for the socket, which renders incorrect results for the port-scanning module I had setup on my web server (mIRC scripted).
