why when i do /who #chan it only shows SOME users, not all and what are rules for that?

If you're in the channel, it shows everyone.

so if usermode is not +i invisible then it will show me or vice versa?

Usermode +i will make it so that you're not displayed whenever someone does /names or /who on a channel they're not in themselves.

+i = dont show whois/who info on every server ive been on.

+i affects /NAMES and /WHO (from outside a common channel), but not /WHOIS.

To clarify things, the idea is that you need to know the exact nickname and the exact spelling of it. Channelwide responses and the use of wildcards will provide no information for what you want if the user is +i.
