Dear God why? Do you have any idea how dumb an mIRC based IRC server would be? No one on the server could ever use text that contained multiple spaces, and it would be as slow as possible. mIRC scripting is probably the slowest language out there. Thats fine for scripts, not for an IRC server. If you want an IRC server, download a real IRCd, not an mIRC script.

also, I believe that windows is an OS not ment for running servers. Even though it is done... I use windows but in a matter of hours I will be using Slackware so I can run the servers I need. The only IRCd I ever really seen for windows that was stable was UnrealIRCd 3.2.

That's not quite true, it depends what version of WIndows you are running. My network has used Windows since inception and there's been no crashes, instability, needless reboots, etc. In reality both Windows 2000 (Server/Advanced Server) and Unix/Linux perform well as servers. Win 9X is a different story and now irelevant given that it's both no longer made and never advertised as a server product.

I disagree completly. Servers are run on windows all the time. I've had a two and a half month uptime on XP professional (running apache, php, mysql, and gaming in general) and no problems. No memory hogging, no slowness.
I also has a 6 month uptime on 98 which ran a webserver and ftp but was not used contantly. It'd be over 6 months if it weren't for a power outtage some time january :\

Anyways, its all about who configures it and how they configured it. People who have repetative problems with running servers on xp/2k (imo) don't know how to run a server in the first place.

To diverge from the topic:

I half wrote a script, them moved house and lost the lot, and I get sporadic interest in it. Its an IRC server for mirc, but its only like 20% done.
Its available somewhere, you can search on google for mircserver + clockwerx and see what turns up.

Would there be any interest in this style of addon? coz its seems pointless to waste massive amounts of time if its not going to even get me any feedback...
