Umm..I'm not sure what you mean by "non-mirc-using hosts".
Do you mean hostnames? host machines?
I'll try to answer, but if it's wrong it's only because I don't know what you're on about :P
Adding a host to a shitlist has nothing to do with what client their using....it will detect the hostname, and kick on that if it's in your shitlist - nothing more is done!
If you meant putting a shitlist into remotes on another IRC client (other than mIRC) then you probably could, but not in the same way as mIRC. Different clients have different methods of scripting...
