I am trying with 1.1.1f from here https://slproweb.com/products/Win32OpenSSL.html, tried with 32bit and 64bit, with [ssl] load=0 and load=1 and nothing, mIRC always gives back 1.1.1.5 instead of 1.1.1.6 (external f DLLs).

Can anyone please check?

If mIRC is not loading the OpenSSL DLLs, the most common issue is that the OpenSSL DLLs you are trying to load are dependent on external librariries that are not present on your system. You will need to find out what these are yourself, as there is no way for mIRC to determine what they are.

I was just about to reply, it only needed the file "vcruntime140.dll" from the VC++ 2017 runtime.

Thanks for the reply.
