The software ZNC (http://znc.in/) is the most popular BNC. You can install it on any Linux or Windows machine you own or have access to.

Most people install it on a remote server, often referred to as a shell account, and unless you own one yourself you will have to pay rent to use one.

If your goal is to hide your IP address, you won't want to install it on your own computers. If your goal is to connect multiple computers and mobile devices together on the same connection and nickname, then you can install ZNC on your own home PC.
