Just a question from someone who's barely ever used mIRC:
Can mIRC be used over a LAN as a chat client? (for example instead of Vypress Chat, Network Assistant, etc)
If so, who should be the server, how would you set it up, and would you be able to use it if the Internet connection was closed?

You can use mIRC to chat on LAN and without an internet connection. A couple of things to remember....

1. You'll only get to talk to others that are on the LAN.
2. You still need an IRC server, in this case I reckon Dreamforge would do the trick as it is free but you'll need knowledge of how to configure the ircd.conf file which is what is required for the server to run correctly.
3. Goes without saying but the other users need mIRC or another chat programme too.

K. Tanks for the input.
I would really apreciate some more information
(maybe a few links?) about what Dreamforge is
and how to set it up.

Also... Is using mIRC instead of a standard LAN chat
client a viable solution? I wanted to do that so I could
chat with people on my LAN and at the same time over
the Internet. Can a server that I created be available over
the Internet?

Well if you are going to make it available over the internet I would NOT recommend Dreamforge. It hasn't been developed in years and it has known problems. I would recommend UnrealIRCd (www.unrealircd.com) but I must admit I am biased seeing as I am one of the authors of UnrealIRCd smile

That's WAY to much for me. I don't think I have the
time or the networking knowledge to make that stuff
work. I don't even know where to start...
I didn't think it would ne that hard...
I thought I'd have to change a few settings inside mIRC
and be on my way to simple LAN comunications, not learn
all that stuff you guys put in the quite comprehensive documentation...
Maybe I'll stick to simple-to-use user-friendly little cute
chat programs... smile

mIRC is a client, not a server. You need seperate software to setup an IRC server.

If you are rich then you could try an IRCd that is developed for Windows, most of which have point and click setup routines lasting about 30 seconds. I recommended Dreamforge before because it is very small, perhaps light on features, as codemastr said hasn't been developed for a long time now which is why, however if you are only using it for one specific purpose on a LAN then it should serve the purpose well. It is upto you though.
