I changed the text in popups.txt but nothing is changed in IRC even after restarting the client?

I assume you mean popups.ini?
You should change it via the scripts editor: Alt+P
Maybe you have to select the correct section first via the View menu in the scripts editor.

No maybe about it. If the wrong section is selected, then the text either won't show to be edited, or will come up using a different menu.

"Maybe" as in "maybe it won't be the section that is shown in the scripts editor at that moment"

I don't use popups.ini, but if it's like any of the other files, mirc loads it to memory on start. After that it runs off of memory so if you change the file you won't see it in mirc. And when mirc closes it overwrites the file with whats in memory.
