Am trying to create a bot with VB .net and was wondering how Khaled gets the Correct external Host/IP from the server. (I don't want to have to use a site if there is a way to get it from the server)

Use /debug @debug during a connect to see where your hostname pops up.
mIRC simply uses USERHOST <nick>, but there are other ways to find out-- any method of asking the server for your hostname would work.
