What does it mean when someone has a ! sign by there name in a channel and whats the command to give it. Example /aop

Some networks use ! as the prefix for the registered (ChanServ) channel owner. I've also seen & and ~ used.

On other networks, it stands for admin. It all depends on the network and the #help channel can explain any questions about what a network allows.

On irchighway, for example, you can just use /mode #chan +a nick to manually set someone as admin (assuming you are admin or channel founder/owner). To set it permanently, see /chanserv help or ask in #help.
