In any of the mIRC options dialogs, you will see a Help button, which will give you more info. In this case you would see:
Advanced... The random local ports option makes mIRC use non-consecutive ports when creating sockets, this might help against DoS attacks trying to disable your server or dcc connections.
The bind sockets to IP option makes mIRC bind all sockets to a specific local IP address, in case you want it to use a different outgoing network connection.
Im not an imbecil who cant read the help file: what I meant is that you could put some examples and practical illustrations on what the specific command does, and not just in this case, some ppl just need stuff to be explained in simple trems
The labelling in the dialogue is in plain English. Bind means attach, socket means connection (same as the plug and socket in an electrical cord) IP address is the 'address' of your machine.
The function is useful when your machine has two or more network cards and you want mIRC to use a specific one rather than choosing it's own.

I can't see how it can be 'illustrated' any clearer than that. No offence to people out of the know but I do feel that if someone needs this clarified then they should make themselves aware of simple networking protocols such as TCP/IP, and the like, before trying to configure software to use a specific path.
I certainly wasnt calling you or anyone who doesnt read the help files an imbecile. The explanation in the help file on this is to the point, which is why i thought you were asking where to find the info. I dont see how i could give you examples or illustrations on how this works... if you check the box to use random (not in a row) sockets, thats what mIRC will do. If you want it to bind to a specific ip, in the option you put in the ip you want used.
