Will there ever be a version of mIRC for IRC bots? Maybe one that's stripped down to a basic version with a command prompt style maybe, and with most features removed except the script editor?

IMO this would be a waste. I have run a few bots using mIRC, and the one thing I like about using mIRC for this is the ability to see just how the bot will respond to active situations, thus allowing me to correct/edit scripts or make notes for later reference.

I'm not saying that it couldn't be handy, but, personally, I wouldn't want to use it.

This exists. It's called irssi or an eggdrop.

irssi is as much a full grown IRC client as mIRC is... but it being terminal *nix based it just looks more basic.

eggdrop however is indeed specifically made for bots however.

Well he was asking for something with a simple command-line environment. Eggdrops don't have that. And irssi can also be used as a bot (just like mIRC), it's just that there is a larger script ecosystem for eggdrops.
