Forums mIRC Help Windows cannot access the specified device.....???

Hi i was wondering if you could help me, i downloaded mirc today but i did not know how to use it so i closed down the active screen, then i could not finde it to restart it so i deleted everything of mirc and now when i re-downloaded it the new mirc says this when i click on it to open it.

"Windows cannot access the specified device, path, or file. you may not have the appropriate permissions to access the item".

Do you have administration access on the system you are installing mIRC onto?
If so, are you signed in as an administrator?

yea i believe i am signd on to the right one ? how would i know if i am on the administrater one ? becaouse see at first it worked the mirc. but then i clocked close or something on the toolbar section and after that i cant seem to get it back up and when i redownloaded it that message poped up and keeps doing it ?
