i have purchased a VPN, 128bit SSL etc.. i have tryed to set mirc up to use this connection information but it uses my isp instead.

firewall: none
protocol: proxy
server: ****
username: mtec007
password: ****
port: 443

if i change firewall to both i get:
[16:13:43] * Firewall: Unable to connect to firewall

does any one see something that i am missing?

Yes.

The fact that VPN's are not proxies.

but the one i am using acts as a proxy. it has software which channels my computer's connection through the VPN but i only want to channel IRC through it.

VPN's by definition do not act as proxies. They act as virtual networks. Using a VPN as a proxy defeats the purpose of using a VPN. Long story short, you should not need to use any proxy settings, you should simply use your VPN network to connect to IRC-- this might mean telling mIRC to bind to a certain IP (Alt+O -> Connect -> Options -> Advanced -> Bind to IP)
