this has been an issue for sometime, but generally its freenode that does it more than others. Today I'm using v6.33, windows vista through a linksys WRT310N. I've tested my system for viruses, proxy checks, and spyware - with no results. My only guess is that my router has been opened up for certain services (like webpage, ssh, ftp, and irc use [ident/dcc]). I've gotten two messages today:

I have no other software or issues on the pc. ATM I've been able to de-ban my rizon connection... But I'm at a loss what else I can do to stop this crap. I've used other systems (laptop/htc and a linux nas) and operating systems (linux/windows/osx) but same.. Which is why i'm guessing is config or router. Can anybody help or suggest a link to troubleshoot this properly?

maybe your isp is causing the problem. they might be using some kind of proxy.. you would have to call them and find out whether or not they are using a proxy and if you can do anything about it.

As mentioned in that very kline message, your IP is blacklisted. This does not necessarily mean *you* have a virus, trojan or spyware... it means they think the person using that ip does. This might be because of the last IP owner, it also might be a false positive, or if you share the IP with the problem machine (on a university LAN for instance). Contact the server admins. This is not a router issue, and ISP's don't "proxy" IRC connections silently.
