i think this would be right but i dont want to wild card btcentralplus users.

is this right or wrong?

You could do it as *!*Anon*@81-153*.btcentralplus.com which would catch the range that person is using, and still leave most of btcentralplus.com unaffected.
Because the person keeps connecting in a certain range, rather than one specific host, it's more difficult to keep them out and not affect anyone else.
