What part of Connection Refused do you not understand?

As to why the connection was refused, it could be that the server you were trying to connect to was full, in which case the problem probably would've resolved itself by the time I wrote this.

On the other hand, the network might not be accepting connections from your internet provider, in which case all you can do is try another network, or try contacting ircstorm via their website.

In my experience, the first of those two is the most likely.

Actually the more likely scenario is that the server isn't active [on that port] to begin with. It might either be down temporarily or no longer available-- or potentially no longer available on 6667.
