Basically what the above 2 are saying is you have to pick a company to host your server (just like websites can pick GeoCities and Angelfire) (and e-mail can pick Hotmail or Yahoo). I'm guessing Unreal and Charybdis are the 2 popular that give out accounts for free. The most expensive is ConferenceRoom, at $4995 for their cheapest.
