Where problem is most evident: Upstream for fileserving on IRC

A couple of days ago I was topping my upstream at 120 KB/s, now my upstream is barely going past 20 KB/s. I'd like to know what is wrong, how I can fix it, and possibly get a better upstream than before.

You are likely connected to an fserv that is slow, nothing you can do about that.
