I'm not sure if this is a bug, but when checking

Options > Display > Options > Tray > On startup minimize mIRC to tray

When I start mIRC I double click on the icon in my system tray (as soon as it shows). mIRC opens but has about a 5-7 second delay.

Tested on mIRC 6.21 and 6.2 on WinXP Home (SP2).

As a guess it might be doing that if your mIRC is unregistered and the evaluation period has expired. Not sure how mIRC deals with that when you're using that setting.

Nope, my mIRC is registered. crazy

My friend doesn't appear to be having the same problem as me, so I'm not sure what is going on.

Are you sure it isn't caused by a script running on start? Try turning /remote off and restarting mIRC if you haven't already.

Nope, sorry I should have mentioned in my first post I tested on a clean mIRC.

What sort of computer are you talking about, in particular the amount of memory, and the amount of 'used' memory?

More than likely mIRC is placing that icon on the system tray as soon as it starts loading... You won't be able to access the GUI until it's created and all scripts have been loaded (because it is not yet handling the window messages in the main loop).

Slower flash drives will make the "feature" more noticable.

Is "reload logs" active? Then mirc reloads every logfile when opening a channel, query and this can take many time.
