I never had this problem before.

I can not resume with my downloads anymore, it has only happened in the last couple of days.

Can someone please help?

You need to open a few tcp ports in your firewall and router. The 1031-1050 range should be plenty, then configure mIRC to use those same ports for DCC...

options (alt+o) > connect > options > advanced button

Select 'DCC' .. de-select 'Other'

First: 1031
Last: 1050

Select 'Randomize ports' or 'Use random ports'

If you're unable to open these ports in your firewall and router, then just delete the file you're trying to resume and start over.

Typically, you do not need to open/forward ports when *downloading*. Problems resuming are usually caused by routers that use NAT. If you look up NAT on the forums, you should get more information. You may want to try connecting to the network using a different port than 6667. That may help. Otherwise, you may be stuck unless you get another router.

Actually, unlike normal DCC which requires the sender to have open ports (unless in passive mode), resuming requires the receiver to have open ports, which requires the ports to be opened in their firewall and router.

Hm. I resumed fine when I was at college and I had no way to forward ports there.
