Does anybody know what this is for?

I'm thinking about making an addon to add to the servers.ini file, download servers from websites, etc, and was just wondering what that section is for.

That section tracks the servers that have had successful connections for the network. Many networks have multiple servers, and some of them connect better than others, so that section tracks which ones have successfully connected.

Personally I think it would've been clearer if the section had been called [successful_servers] and located in Networks.ini

It doesn't.

My [networks] section looks like this:

[networks]
n0=Quakenet
n1=EFnet
n2=Undernet
n3=IRCnet
n4=Gamesnet
n5=DALnet

There's also a [success] section which does what you're talking about:

[success]
n0=irc.freenode.net,3
n1=kernel.dal.net,1
n2=irc.efnet.info,1
n3=eu.undernet.org,1
n4=irc.23-net.org,1
