Why do i sometimes get the message:
"Target change too fast"?

i think thats an ircd related issue ... usually to do with nicknames changing attempts too fast ......

After waiting the amount of time, i can send messages and never again get this message!

it happens when you msg a lot of people at once, or in a short period of time.

i only msg people one at a time!
i always leave time between msg!

The only time I've seen that message is if I've tried to change my nick too often in a very short space of time. You will still be able to send messages, but need to wait before changing your nick.

Negative..

Target change is jut messaging too many (or starting rather) conversations with unique too fast.. You, i believe, can talk to the current people, but cannot start new conversations ith others for a delayed amount.. >:F

No, not "negative". Poppy is right as well, many ppl have also reported getting that msg if they change nicks too often/fast. Altho there are diff raws for nick change too fast and target change too fast, i imagine it depends on the ircd. You can also get that msg if you try to join too many channels in too short a time.
For example, i believe Undernet prevents you from changing 20 targets per 2 minutes. A target is a 'Nick' or 'channel'. If you message more than 20 people or join more than 20 channels in two minutes then you'll start getting 'Target change too fast' and will have to wait before you can start talking. Helps cut down on spam.
