Is there a way to turn off the auto whois on join. I have looked all over and have not been able to find it. I use mIRC 6.21 with Invision 2.0 3515-c and xdccklipper 4.443. I have not seen a function in any of these three that references an auto whois.

I dont know about an auto whois, but you can halt the raw events.

If there isn't a setting for that, then you have basically two choices.
1) Go through the script and remove the /whois command that would be near the ON JOIN event.
2) Unload the script. Note: It has been reported that XDCCklipper and mIRC 6.21 do have difficulties.

Which auto whois are you talking about? If it's an Invision thing, there is an IAL update option in Main Settings > ADV (probably not what you're talking about) and also a Channel Scan option in Main Settings that will tell you what channel(s) people are on when you join.
