i have little problems with setting a background for CHANNEL
windows, help doesnt give switch for it.

all i can use is: /background -as
but this doesnt include channels, so how to do it ?

/background #channel file

You could loop through all channels if need be. I've never used the command but it's surprising there isn't a switch for it, unless it's undocumented.
