I've seen references that state mIRC can play OGG with /splay command. Is this correct? I have yet to get it to work. I can play MP3s and WAVs, but not OGGs.
I have tried OGGs with Vorbis tags, ID3v2 tags, and no tags... still nothing.

The only reference that I was able to find in the help file, didn't apply to playing OGG's, but rather allowing OGG's as an option for the $sound identifier $sound(type)
Returns the directory specified in the Sound Requests section of the Options dialog, where type can be wave, midi, mp3, wma, or ogg.
To my knowledge, the /splay command only works with wav, mid, and mp3 files (make sure you're using the correct switch to match the type of file)

I'll quote a few references I've found that seem to be part of the changelog. Unfortunately, the lastest version of mIRC does not include the full change log, but I've found a few places that at least go back to v6.0. As of mIRC v6.0: 80.Added WMA/OGG support to sounds dialog, /splay and /sound commands, and added new identifiers.
$sound(filename|type) Returns information about the specified file if a filename was specified, or the associated folder for a filename or file type, where type can be wave, midi, mp3, wma, ogg.
When used with an mp3 files it supports the same properties as $mp3().
Note: this replaces $wavedir, $mididir, $mp3dir, and $mp3(). These are still supported for now but no longer documented.
$insong Returns information about the mp3, wma, or ogg file that is being played, same properties as $inmp3.
Note: this replaces $inmp3, which is still supported for now but no longer documented. Do you recall such an entry in the change log by any chance?

Yep, oddly enough, it is listed there as well, and I found a reference on mIRC.com http://www.mirc.com/faq.htmlSays "Added WMA/OGG support..." Are there any known issues with the OGG support feature?

I really couldn't say but I do notice that there is no switch for OGG or WMA, I see switches for MP3 WAV MID only.
Also there are no events for OGG and WMA like the other three.

Maybe they just fall under the MP3 category. Did you get any kind of errors or anything when you tried it?

Yes I did:
* /splay: unable to play 'test.ogg'
I have test.ogg in the mIRC dir for simplicity sake. I've even put some other test files (WAV and MP3) on C:\ just to try and be more thurough with using a full path. WAVs and MP3s play just fine. I also tried using all the switches for all the file types listed in the help file. All attempts gave me the same error message.
BTW, the WAVs and MP3s played fine without the switches to specify.

mIRC uses Windows Media Player to play audio files with /splay and retrieve information about them with $sound(). So mIRC does support OGG files but you need the relevant OGG codecs for WMP for it to work. Because WMP auto-identifies the file type /splay's switches are no longer relevant. AFAIK they're just a throwback to when mIRC used internal routines for audio playback, which is why there's no switch for OGG files.
Spelling mistakes, grammatical errors, and stupid comments are intentional.
